You can find his notes in lore rooms with plants in them, forming a trail from Arboretum to Undying Shores. Scarecrow is tending to roses, uses watering can etc.Scarecrow is called gardener in the game files, and promotional material.We know from another lore room that the Shrines are " the queen's shrines".
